			<content:encoded><![CDATA[<p>There will be no casino in Foxborough, Massachusetts – at least, not anytime soon. The plans to bring a $1 billion casino resort to the New England city have been halted after Tuesday’s election showed strong anti-casino backlash.</p>
<p>On Tuesday, Foxborough voters elected two members of the board of selectmen who opposed the casino plans. Selectman Lorraine Brue was re-elected while Virginia Coppola, a former state representative, was elected for the first time. Both not only opposed the casino, but made it part of their election platform.</p>
<p>As a result, there may not be enough support in the board of selectmen to pass casino legislation. Even if there is, the election shows strong anti-casino sentiment among the voters, which would also curb the casino plans. Before applying for a state gambling license, state law requires that the developers first secure an agreement with the city where they want to build the casino. Without the consent of Foxborough, the casino deal cannot continue.</p>
<p>As a result, Wynn Resorts and the Kraft Group announced that the plan to open a casino has been “suspended.” The Kraft Group, founded by New England Patriots owner Robert Kraft, had plans to partner with Wynn Resorts to open a casino resort on land across from the Patriots’ Gilette Stadium. It would have continued Kraft’s idea of turning the stadium into an entertainment hub all year around, rather than simply a football venue.</p>
<p>In a statement found on <a href="http://news.google.co.uk/" target="_blank"><strong>http://news.google.co.uk/</strong></a>, Kraft said that “the citizens of Foxborough have spoken” and that the Kraft Group respects “their collective voice.”</p>
<p>While the casino opponents are claiming victory, some are still a little worried. Selectman Brue, in particular, wasn’t happy that they used the word “suspend,” which seems to imply that they will try again at a later time. “I personally hope that suspend means ‘end,’” Brue said. All of this is really only secondary to a much bigger question, though: Why is there no consensus on whether the city is spelled Foxborough or Foxboro?</p>

			<content:encoded><![CDATA[<p>I saw something recently that set off my rant meter. Don’t worry, you’ll get the abbreviated version here. Anyway, I was on the homepage for <a href="http://casino-slotsonline.com" target="_blank"><strong>casino-slotsonline.com</strong></a> and was looking at the chart of the Top Online Casinos. It listed the casinos, their welcome bonus, and payout rate, and then had a download button that said “play &amp; win.”</p>
<p>Now, I have nothing against casino-slotsonline.com. It’s a legitimate website. But the “play and win” thing bothers me because it seems to imply that if you play you will win. You might. Here’s the dirty secret, though: you probably won’t.</p>
<p>I’m not being pessimistic. I was following the laws of probability. All casino games have a house edge, meaning the odds favor the house. That means losing is more likely than winning when you play. Playing games with the best odds give you a better chance of winning, but the probability is still that you will lose. Players are willing to play anyway because the rewards when you win, which are more than just monetary, are worth the risk.</p>
<p>The mindset of playing casino games to make money is dangerous. You should play casino games for fun and to <em>attempt </em>to win money, but never take for granted that you will win. When creating a budget for how much money to wager at the casino, don’t think of it as an investment that you will get back. Think of the money as <em>spent. </em>Think of it the same as admission at a park or movie theater. If you win money, that’s great, but you should always wager money and be prepared to kiss it goodbye. There are no sure things in gambling. Keep that in mind when you place a wager.</p>

			<content:encoded><![CDATA[<p>U.S. gambling laws have gotten a lot of attention lately. Some in Congress want to repeal UIGEA. Some want to strengthen it. Online poker companies were seized and indicted late last year on Black Friday. Last week, it was Bodog, which will likely lead to jail time for founder Calvin Ayre and three others. There have been the multiple efforts to regulate online gambling at the state level. There was the Washington, D.C. regulation that quickly came and went. There was the Department of Justice finally admitting what the courts decided long ago: that the Wire Act bans only online sports betting.</p>
<p>The truth is that gambling laws in the United States are much more complex than most would have you believe. That is why the government’s Small Business Administration recommends checking out all local and federal laws before starting or taking part in any gambling business that exists or operates on American soil. On their website, <a href="http://www.sba.gov/" target="_blank"><strong>www.sba.gov</strong></a>, they stress the importance of reading all gambling laws and making sure you are not violating the law. Some states don’t allow gambling at all. Some don’t allow online gambling. Sports betting is only allowed in four states, and not allowed at all online (which is why Bodog is in trouble).</p>
<p>Gambling businesses are tightly regulated in the United States, so you can’t just decide to start an online casino or gambling hall. You would need a license from the appropriate regulatory agency. If you want to play online casino games, it is legal as long as your state doesn’t allow it, since there is no federal law banning online casino games or online poker. It’s gotten to the point that someone saying they’re not on Facebook is the new someone saying that they don’t own a TV. You don’t believe them and think they’re a jerk for trying to sound superior.</p>
<p>The online gambling industry was admittedly a little slow to jump on the Facebook bandwagon. The industry seemed to be waiting out, seeing if it was a fad that would soon end, like most social networking websites. With over 750 million users and counting, it seems that Facebook will be around for quite some time. In fact, it’s gotten to the point that Facebook is so popular <em>because </em>it’s so popular. In other words, people are on there not because of its great features, but because all of their friends are on it.</p>
<p>And now you can count online casinos among the user profiles. If you have a favorite online casino or several that you visit, searching for their name on <a href="http://www.facebook.com/" target="_blank"><strong>www.facebook.com</strong></a> should reveal a fan page that you can “like.” But why should you like a casino’s page? The District of Columbia, the capitol of the United States, passed regulation for the online gambling industry. Though it was only going to allow intra-district gambling, it was still the first of its kind in America, and was seen as a stepping stone for larger regulation. Now that regulation is no more.</p>
<p>After mounting controversy over the regulation, Washington, D.C. decided to look more closely at the matter. This afternoon, the D.C. Council voted 10-2 to repeal the law regulation online gambling in the district. Michael Brown, who sponsored and wrote the regulation, was only joined by a single councilmember in opposing the repeal.</p>
<p>Though the regulation was signed into law last year, it was never implemented. Once opposition caught wind of the law, it became a huge source of controversy. The regulation was never debated by the Council and was slipped by Brown into a supplemental budget bill. Concerns were later raised over whether Brown had a conflict of interest in authoring the bill. Public hearings were held and many in the public came out to oppose it, though the majority of D.C. residents were either ambivalent or supportive.</p>
<p>Still, the controversy got all over <a href="http://www.cnn.com/" target="_blank"><strong>www.cnn.com</strong></a> and other major media outlets, with speculation of corruption by Brown. In the end, the Council decided that since they had not debated the bill and had not voted directly on regulation, that they should vote on whether or not to repeal it. Today ten of the 12 council members vote in support of repeal.</p>

Alcohol and cigarettes are the two most obvious examples, but what about the Internet. A recent study out of China suggests that people can become addicted to the Internet.</p>
<p>Recent studies have shown that those who have an addiction to gambling usually are addicted to some substance, such as drugs or alcohol, as well. It shows an addictive personality trait or mental disorder. The same can be said of the Internet. In an interesting article found at <a href="http://www.guardian.co.uk/politics/reality-check-with-polly-curtis/2012/jan/12/internet-health" target="_blank"><strong>guardian.co.uk</strong></a>, it was stated that studies say approximately 5-10% of Internet users are thought to be addicted to using the Web. In the Chinese study, brain scans showed anomalies consistent with those who have substance addictions.</p>
<p>The study of Internet use and suggestion that it can be addictive is still controversial. Still, there is enough merit to it that the American Psychiatric Association is considering updating the DSM to include Internet addiction as a disorder. If the Internet can be addictive, what does that mean for online gambling? Some would suggest that it makes gambling online more dangerous, and more likely to lead to addiction, than gambling offline. Others say that if the players didn’t get hooked on playing at online casinos, they would get addicted to eBay, Facebook or something else on the Web. The study, which used MRI scanners on adolescents who spent many hours on the Internet daily, hopes to lead to better treatment of the disorder.</p>

<p>, In Malaysia, land-based gambling is allowed for non-Muslims, but all online gambling is banned for both citizens and visitors. Throughout the year, the Malaysian government has conducted several raids to crack down on illegal online gambling activity. According to some opponents, though, the state of Penang is not doing enough.</p>
<p>A group called Pertiga (Pertubuhan Islam Gabungan Amal) is urging the government to take action against the cyber cafes. Pertiga President Sabaruddin Ahmad said that “based on our surveillance, there are about 300 such premises” operating in the state. He believes that allowing the businesses to operate will lead to the downfall of society, causing “robbery, divorce, suicides and cheating” to become rampant, according to <a href="http://www.cnn.com/" target="_blank"><strong>CNN</strong></a>.</p>
<p>To urge action from the government, Pertiga launched a protest on Monday. The aim of the protest is simply to get the government’s attention so they will see that the illegal cyber cafes are a problem and will do what it takes to get rid of them.</p>
<p>As is the case in most places where online gambling is outlawed, Malaysia over the years has seen a large number of cyber cafes spring up. Operating in a legal gray area, the cafes usually charge customers for time on the Internet, rather than directly taking wagers. Legally, in many cases this allows them to not be considered gambling businesses.</p>

			<content:encoded><![CDATA[<p>An interesting debate has crept into the issue of regulating online gambling in the United States. Previously most of the opposition to federal online gambling regulation has been from those morally opposed to gambling. There has also been opposition from owners of tribal casinos and, for a time, from the brick and mortar casinos in Las Vegas (though they have changed their position). Now there is a debate about whether federal regulation would help or hurt the states.</p>
<p>Martin O’Malley, the governor of Maryland, sent a letter to the House of Representatives saying that federal online gambling would hurt his state. He says that gambling is Maryland’s fourth-largest source of revenue, at $519 million annually, and federal online gambling would put all of that revenue at risk. In the letter, Governor O’Malley said that regulation would not only cost that revenue, but also “jeopardize the jobs and survival of lottery retailers, many of whom are small businesses.” Politicians in some other states have echoed O’Malley’s sentiment. So is there truth to it?</p>
<p>Absolutely. Innovation always puts lesser competition at risk. Amazon hurt brick and mortar bookstores and Netflix buried Blockbuster. In each case, the lesser business was hurt because they didn’t adapt. For that reason, the <a href="http://www.gambling101.org/" target="_blank"><strong>gambling</strong></a> industries in each state need to adapt to remain lucrative. People will spend less money at local casinos and buying state lottery tickets if it is easier to play casino games online. The states have to adapt to regain a piece of that pie.</p>
<p>One suggestion is to regulate it at the intrastate level, but that has problems. Intrastate online casinos can only accept customers within that state’s borders if they don’t want to be subject to federal regulation (and taxes). If the state opts to keep the market inside the state, they will lose business, not only from customers in other states, but also in their own. Players would rather be at a casino or poker room that is bigger and has more players, which would make the national online casinos more popular than the state casinos.</p>
<p>It is a complex issue, but the states need to get a place at the bargaining table and make sure that when federal regulation happens, their interests are taken into consideration. Trying to block the legislation out of protectionism won’t work, because most believe the regulation will happen at some point anyway.
